I don't think there are any rules to stop the release of information during a SPP period. the company is not in a trading halt so if they sign a significant deal they will still need to inform the ASX due to continuous disclosure rules. They can then bring the closing day of the SPP forward or scale up if they wish to raise more capital. There may be restrictions of insiders taking up the SPP if there is the likelyhood of a big deal being signed in the near future though.
