I read it as they would allocate on a pro rata basis, this would ensure a fairer allocation.This would ensure someone that only owns 10000 shares and applied for the full $30000 would not get an advantage over someone that owns say 60000 shares or more and also applied for $30000. I imagine any scale back would then be on a pro rata basis taking into account the number of shares owned.
No mention of the record date to participate is confusing
