2 reasons they don't want this to run.
1) It precludes the retail arbitrage between a higher price and the fixed price SPP.
2) The SPP shortfall, if it arises, may be able to be placed at $7.30 so they could add to their holdings easier at a later stage.
It all comes back to understanding the mechanisms behind the CR process.
