Until a farm-in is finalized, IVZ has to have funds available for the "preparation for Mukuyu-2 and long lead time items". Once a farm-in is executed, the party farming in will likely reimburse IVZ for said costs. But at this stage as there is no executed farm-in, IVZ needs working capital for the preparation of Mukuyu-2. If no farm-in eventuates, they will need another CR.
