My take on this is, just as long as the new issued shares don't exceed 15% of the issued capital everybody should get their applied shares. If it looks like exceeding they will scale back and only bcs they don't want to be issuing a prospectus. Then it gets down to the BOD discretion on the numbers given to every holder.
