Scaling back is far more equitable than a "first come, first serve basis." You set the end date for the offer, which is a few weeks after announcement, so that people have a chance to get some cash together for the SPP.
For me it was a toss up between an MEO and CCU - I went with MEO as I believe my money will do better there. CCU is my "safest" investment.
