I don't think this is about fund raising, but registry protection. Many have felt for a long time that there is accumulation going on that will lead to an attempted T/O. Big players are going to be heavily diluted by this. There are probably over 3,000 registered owners, which could potentially raise $45mill, which could generate up to 60,000,000 shares, adding 60% to the registry and building a buffer against sharks.
