The "up to 30% of issued shares currently on issue" is contained in yesterday's announcement. I assume it would have to be approved by shareholders should the SPP surpass the 15% thresh hold. Personally, I don't think the SPP will be well supported given the current share price and if it stays around these levels Kogi will be lucky if they get $1 million.
