The oversubscription was the initial placement of $50m to sophisticated investors. They ended up accepting $60m from this segment of the cr.

The total initially sought was $60m (50m placement + $10m share purchase plan)
They've collected the whole $60m from the placement to sophs which happened before the price fell.

These investors aren't interested in playing the market to catch a few cheaper shares a few at a time, if they like the price, they buy in bulk usually with a long term outlook.

The few that buy through the spp are securing shares on the same basis, some are aware of the current price, some arent, and some just don't care to play day to day trading for a bit more of a discount. Many older investors still rely on mail and verbal contact with a personal broker.

In any case, 10-20c should be neither here nor there in 1-2yrs time.
