There is no cap on the number of shares you can acquire. If you apply for 30k worth and you only own 10 shares you can still get 30k worth.
What you are referring to is scale back which is demand driven. ( agree with you, highly likely).
You are referring to the part that notes anyone who applies will get the minimum amount to keep the same percentage weighting in the company. Eg No dilution.
