I completely understand your concerns about the lack of details in the ann. However, with all due respect, I don't think the ann is that bad when it comes to reveal more details and info. They clearly stated the purpose behind this CR and that should do the work.
And about the minimum subscription, from my experience they usually state the maximum, the minimum I believe you'll find it when you get the paperwork to fill up if you wish to participate in the SPP.
