When the share price is at a considerable premium the "capital raise" simply allows shareholders to get extra shares below the prevailing market price. It is not a capital raise in the sense that most companies raise to get the funds to assist their ongoing operations.
In fact, the $9.30 maximum price is still a premium even though less than the prevailing market price. I expect that there will be quite a bit of selling to get the $30,000 needed to take up the SPP and we might see out $9.50 or so reduce towards $9.30.
