The announcement shows a lack of direction
They essentially are saying, hey guys, whoever wants to throw upto 5k at us we will take it, but we really dont have any idea on how much or how little we need - we will just take it and figure out what to do with it later
So they dont know how many will say yes or no(not many by the look)
They dont how much money they will get
The sp got hammered cos of the news
Because they dont know how much they will get, HOW can they plan for any future activities with a known $ amount incoming??
