It seems like responsible management to me.
While I’d prefer some positive news and higher price for the new shares I’d rather they had their finances and equipment in “order” rather than have all the ducks lined up and then start to consider building the production facility.
also, In the industries I’ve worked in its very rare to build a pilot scale plant capable of full scale production so it shouldn’t surprise that the current facility is not up to it
