Well it's all in the hands of shareholders then. I'm small fry but managed to scrape up $10k.
They could have gone to instos and sofs first and got bent over but they hit up all holders with a SPP. If they don't get to $15M this way then they pull their pants down and take the Insto root. It is what it is.
