They spend the money inefficiently in a foreign country while sucking retail holders dry. They are always 'very encouraged' and 'thrilled' with the results but they keep raising money at ridiculously deep discounts (20c IPO to 1c SPP). IMO it's similar to foreign scammers calling on the phone and asking for money.
