If there is 100’s already transferred $30,000 as you say, the total would be $3,000,000 for every 100 $30,000 transfers.
I don’t think they will only choose 17 applicants but would have to refund a hell of a lot of $$ and scale back everyone’s preferred parcel by plenty. And by plenty, I mean 90%-99%. So individually we might get $1,000 worth each if we’re lucky. And that’s only if 500 holders take part in the purchase. Could be less than $1,000 worth depending on number that participated.
