Yes, but - if they sell on Monday they're subject to the 45 day rule. So perhaps some sold today because they think Monday it will drop by more than the headline div (disregarding franking).
Also PFP's announcement isn't perfectly clear but it suggests to me that all applications were filled, so I suspect a reasonable number of small holders got $30k of stock and were indeed just dumping for the stag.
