I look it from a different angle. I highly doubt they wouldn't need a full re-write. Some framework changes perhaps but i'd be pretty sure that this isn't a throw it out the window and start again situation.
As for the release location/country, I'm not sure about overseas and data/telco prices, but i suspect Australia will be more expensive and therefore releasing it to the Australian market first will generate more hype and returns. I think Australia first is a good move because your are releasing to to a market that needs the functionality more.
