It is a technical term 'wall covering' or 'wall lining' which can include any material used as a finish, surface, lining or attachment to a wall. I believe that the test would relate to whether a material would significantly increase the hazard of fire. Wallpaper lined on plaster (drywall) would have a inherent low spread of fire and flammability rating to begin with. Not ruling it out as being possible but I would see drapes and curtains as the primary candidate as these are generally classified as wall linings under building codes and generally have the high risk in spread of fire as they are vertically hung. Whatever it is is sounds good for business.
