They said that last quarter. It just means that what I said earlier will happen, they will quietly shelve the project as they have done with every other project they have attempted in the past 5 years. Then paint a new wonderful picture based on some far off scheme and raise funds yet again. Rinse and repeat, they have no intention of every achieving anything as is evidenced by their complete lack of any progress in any area in 5 years.
