Might have something to do with initial signs are that its looking cheaper than they originally antisipated. Based on those figure a 1 million tonner would be in the region of sub AU$150m.
Maybe if you read the announcement you can see that the 'rounds' that they are refering to are ESIs own rounds, rounds created by them in order to filter out the EPCs to the final 3...its not a round stuck on ESI by some other entity
