I think the announcement also suggests that Themax and Dastur are moving ahead at their own risk. These are not small companies, with many projects behind them. Ash and Glenn putting in some extra hours over the holiday season "on spec" is one thing, Thermax and Dastur assigning some engineers to crank up the CAD software is quite another thing. I'm sure management would have wanted some assurances before proceeding. Maybe I'm seeing what I want to see but I think there's enough in the announcement to make me comfortable that all parties are spinning up their efforts, not just ECTL.
