As I understand it Chapter 11 allows reorganisation and while it could lead to Chapter 7 it can also lead to continuation of the entity which may result in trading out of it's difficulties. It's a form of protection against sledge hammer creditors. Hopefully it works for them as they have 2500 employees, plus flow on effects etc.
