    yes it does, it’s part of the mining lease infrastructure agreement with tanz gov, also look up interviews with former CEO david Taylor who confirms this and other requirements. Magnis agreed to absurd conditions so they got special licence signed, then they went on money hunt to fund their self indulgence for 10 years
