    Running a sales pitch on 'why you should participate' in the SPP... 3 weeks after the launch & 3 days before final date for funds receipt... seems suggestive of either disorganisation or desperation.

    I've applied for an allocation & assumed it would be oversubscribed. The timing does not inspire confidence.
