If I state that you do not understand risk, in the context that is clearly my opinion and no "IMO" is required.

If you state that the company will not relist for a certain period or until a certain date, then that may imply knowledge and should be qualified accordingly. It's basic stuff!

As to your "explanation" of why it was a "massive risk" to issue and allot the shares prior to relisting, I note that you have not given any explanation at all to back up your "opinion", such as it is. Issuing and allotting the shares and freeing up the cash to fund the project was essential because the clown's pile of invoices needed to be paid. Holding up this process would indeed have been massively risky, so you seem to have it totally arse-about.
