This is all VERY much standard practice for companies that are regulated by the SEC.
PLL will need more capital in the future build out. This applies to Debt as well as Equity (so for example if they issued a bond that
TRADES on the capital markets or any form of equity).
As the name implies it is a "shelf registration" ... meaning that can just pull it off the shelf and reference it in future filing (which has important info like how much capital, what price etc.).
No concerns here.
By the way, big well known companies also file S-3.... for example TSLA. They file an S3-ASR (Automatic Shelf Registration) for well known seasoned issuers and when the time comes a Prospectus (Form 424B5??). You'll see a lot of them (TSLA has issued lots of new equity and debt to fund their build out ...
