So the local/provincial government was present at the LOI signing, and now the fedaral government wants to make enquiries?
The PRC government doesn't make "enquiries". They just flat out tell their people/businesses what to do.
Question is...why the sudden interest in Ancuabe? have they been there? Did they find something?
