extending the payment terms is the same thing as providing a line a line of credit.
why did WKT need to provide the announcement 2-3 weeks after the shipment occurred?
was it to pump the SP, or was the new information which warranted an announcement related to the deferred payment/line of credit that was provided by Jinpeng?
any reasonable person would assume WKT wouldnt need deferred payment terms when they have $2.4 mil in their accounts, unless WKT are aware the alternative funding will be a while off and they require the cash to cover corporate costs.
