100% agree with you here. MEI & VMM combined will be worth more than apart. Even just the ability to double throughput to 10mtpa by combing both resources into one plant feed will provide significant capital and opex efficiency gains. On top of that, the more REO one produces, the more a refining plant stacks up, so a combined VMM and MEI entity would be in the same ~5 ktpa NdPr production league as ILU and ARU (which have their own refineries in construction/decelopment)
