A company does not jus go out and spend huge amounts on a technology unless there is a need/demand for it.
I am pretty sure given the contacts with the Military (Oz, US & UAE) as well as political contacts world wide discussions would have been held
with the powers to be as well as their advisors (technical & Strategic) who would have given EOS a brief on what is NEEDED.
