The satellites aren't in LEO but MEO and I was under the impression that 4 is only the first constellation planned. There are two (?) more after that.
Only 3 are needed for full servicing. The 4th provides basic redundancy until the other constellations are delivered.
However, I'm inclined to agree regarding the turrets. I don't think they're 'ahead' of the competition like they claim to be.
