This was my thought too, i kept looking for the definitive grade and it just read like an aspriational statement.... think this is another attempt to subdue anger and have something interesting to talk to at the conference. I used to be such a fan of this but more and more they keep looking to take another inch with some dodgy hail mary announcements.
