Each stakeholder who invests together like this to get the TECH project off the ground could provide a similar message and look great to those they're accountable to, as they can imply that the contributions of other stakeholders wouldn't have happened if it wasn't for their efforts.

I wouldn't be surprised if the QLD Government steering committee assists in providing a financing package where both the QLD & Federal Government provide financial support and other incentives to crowd in the needed equity and other funding needed from tier 1 investors to sell such a message in the coming months.
