Thanks @WoodyG - I have it on fairly good authority that Lucas are no longer involved.
Also Core have appointed a project manager (seemingly in 2019 around the same time as the contractor selection announcement) who seems to have achieved very little in terms of actually planning the site preparation.
Many of the roles in the Seek ad linked above relate to areas of crossover with EPC style mine construction so my fear is that negotiations with NRW/Primero are concluded (not in our favour). I hope this isn't the case but some kind of update would nice.
It seems to me that by seeking EOIs in this fashion, perhaps CXO is ensuring govt funds/loans for enhancing local employment opportunities will be locked in.
