If you read the announcement they state they expect to secure 100% over the next 10 days in which then the Department can formally issue the license. No where did they say that the current 92% will be sufficient.
Once again, they are working in a brand new mining legal framework for Uganda. Government officials and the company are getting their heads around all final requirements. The minister and department continue to publicly support the project and have stated that they intend to issue the license. Do you actually think that the license won't be issued?
