Doing some further digging it does appear like a lower hurdle was approved under the previous framework; perhaps the 90% hurdle where the DGSM has initiated verifications (I assume randomised spot checks) is the new minimum threshold they're looking to set a higher standard with? We won't really know until the ML lands. This isn't documented explicitly.

Great spotting that item regarding no need to raise further cash until sometime in April. By that stage we could expect some very good results from both Northern Ireland demonstration facility (along with some cash flow from sales) and early results and progress from the demonstration plant at Makutu.
