I totally disagree with that statement.

The sentiment is either that of 'buy', 'hold' or 'sell'. They are the 3 words brokers use when advising clients.

A disclosure of 'held' accompanied by a sentiment of 'hold' must surely mean that the holder is not bullish and is also not bearish about the company's prospects at the share price at the relevant time. It's neutral.

A disclosure of 'held' accompanied by a sentiment of 'buy' surely means that the holder is bullish about the company at the then price on offer. It does not follow though that the holder is actually buying.

A disclosure of 'held' with a sentiment of 'sell' is therefore incongruous.
