I believe he is on the correct course in this matter.
A severe slump in precious metals should be the precursor to a huge surge of inflation - the after effects of huge volumes of money printing which makes the QE's so far look like pimples compared to water melons.
If such outcomes were to happen precious metals will eventually surge to great heights.
No one can predict the future.
This scenario may not eventuate or may eventuate in a different degree and/or form.
