Is it the payment issue that has stalled the share price, or SEH's intention to stop the drilling and infrastructure spend (including expected 3rd pilot plant and more wells)? Obviously this will create a 1 year delay in ramp up now and push revenue back that amount.
I'm not completely convinced that the delay in receiving payment is the real issue here. I think MIE being short of funds and possibly worry about whether SOE's will have money available to invest in SEH project may be at least equal factors in drop of SEH share price. I think these issues are probably only going to be resolved close to ODP approval when all parties will have to agree, and announce, the future direction of the projects.
