Hard decision. SYA are capable of releasing to market that BAPE won't be required and then it's likely to keep climbing and much harder. One has to wonder why they are holding off, if it was a plain No - you need to do a BAPE that would have already been announced. I suspect they may have had a compromise or negotiation, hence why the delay in announcing.
