Its simple really, China wants dominance. They play the long game, they will do what is needed to. It will be much more targeted now i suspect, so as to avoid deflation, the problem they suffer when there is cheap money.
They want to continue the transition from a blue to white collar economy. They need to support their aged population and they need to have that happen yesterday.
It really doesn't need to be more detailed than that.
