Once again, some here just buy whatever bs the company is vending without even thinking for themselves and putting on their sceptical hats, and asking any questions.
Who is Prudential Consultants, any one know? Where a their website? Does "preferred supplier" mean or worth anything? I can guarantee that the governments would have more than one, and probably numerous preferred suppliers, and wouldn't be relying on just one small unknown company.

It's a 2 bit company doing a deal with another 2 bit company.

Can't even find out who Prudential Consultants are and what the background of the directors. Having a "binding" deal with a 2 bit company is worthless. Good luck thing to extract money out of them if they can't or won't adhere to the agreement.
