As far as I'm concerned they need to somehow demonstrate to us that they are to be trusted with shareholder funds. I don't mean this as a negative on their integrity - just on their competence. So that's one tick against them (integrity).
An obvious returns of capital (div, capital return, buy-back etc) is the 'safe' path. This is the minimum they can do to maintain our trust in their integrity.
But as far as giving us faith in their competence it will be too little too late (imo).
