1) the net amount of oil has already been noted and above expectations
2) there are laws preventing them from doing so. As a publicly listed company on the ASX, there are hefty fines and more for not disclosing relevant information as it comes through - positive or negative.
Occam's Razor: the simplest explanation is usually the best one.
the simplest explanation is that between testing, verification, approvals etc. announcements take time.
also... no news is good news
