This all kind of makes sense. They need to slow growth given the lag on payments. This smaller province coming on a bit slower is I guess the best they can do with the funds at hand.
From the tone I'm guessing revenue is down a little for Feb. They may get around this by only reporting quarterly if they can get a quarterly growth.
Sounds like cash flow is an issue but a new client is a shot in the arm. Let it be a real winner.
