Having a 2600 shareholders with less than a marketable parcel of shares($500) cost the company a lot of money in share registry fees.
It was more a problem when companies had to physically mail out Annual Reports and Notices of Meetings etc.
In this case it is just "Noddy" stuff, they can't even sell the shares because they are suspended.
If they are doing an "Off Market" buy back, it would be a different matter because they haven't named a price I assume they are waiting for the suspension to be lifted.
