To stop the PE, WPL would have to convey the intend prior to FAR lodging the PE documents. Trouble for them is, I think FAR is ready to do so now, from the release of the last the announcements.
Would WPL still benefit if it takes over FAR after the PE, as then it would be competing with the third party, depending on FAR's arrangement.
All very confusing.
