All true. I can add that government tendering processes in most countries with any sort of probity advisers can be slow, as there are many 'hoops' that a successful tenderer needs to proceed through.
The key is JIN's agreement with LotteryWest because that will convince overseas government entities that JIN is no fly-by-night operator. Australia would be regarded internationally as one of the 20 least 'corrupt' nations (although I'm guessing Scandanavians such as from Norway - a nation that doesn't pull its weight in international affairs, and comes across to me as very selfish - might be perceived as at the top).
